I purchased this just before a major trip. There really is not a good way to hook bungees on my bike, a Shadow Spirit. The Hooker provided that place and allowed for secure use of bungee cords. An extension is provided for wider seats, but in most narrow passenger seats will not be needed. Recommended where you frequently use bungee cords to secure your bags!
